In 1999, California adopted the Marine Life Protection Act (MLPA), the nation's first state law requiring a comprehensive network of marine protected areas (MPAs). One of the key catalysts behind this landmark act? The sea otter! These lovable creatures have been a driving force for positive change in a number of areas including protection of the coast from oil spills and preservation of complete ocean ecosystems.
